Puerto Rico’s Federal Oversight Board Public Meeting

The Puerto Rico College of Engineers and Land Surveyors in San Juan, Puerto Rico

Since hurricanes Irma and Maria hit Puerto Rico, close observers of the commonwealth’s debt crisis have expected a fiscal plan approved earlier in the year to be adjusted, mainly to accommodate lower to no debt service on the territory’s bonds. The oversight board also filed to install an emergency manager over Puerto Rico’s electric utility this week. Under the debt restructuring law passed by Congress last year, the board acts as trustee for any governmental entity placed in a bankruptcy-like process.

FDIC Meeting of Advisory Committee on Community Banking

The Federal Deposit Insurance Corporation (FDIC) will hold a meeting of the Advisory Committee on Community Banking on Wednesday, November 1. At the meeting, FDIC senior staff will brief Committee members on a number of topics, including banks’ resilience in the face of hurricanes and other natural disasters, the FDIC’s Small Business Lending Survey, de novo applications, and initiatives to implement recommendations from the Economic Growth and Regulatory Paperwork Reduction Act review process. Staff also will discuss supervisory policy issues, such as efforts to implement Home Mortgage Disclosure Act procedures and Current Expected Credit Loss (CECL) standards.
