H.R. 2513 Corporate Transparency Act of 2019 [PDF] This legislation would require beneficial ownership information for the formation of corporations and limited liability companies, setting out transparency requirements for incorporation and require certain related studies and reports.

H.R. 4617 Stopping Harmful Interference in Elections for a Lasting Democracy (SHIELD) Act [PDF] This legislation would require candidates and campaigns to report improper offers of assistance by foreign officials or their lobbyists. It would also set out various related requirements including requiring online political ads to identify sponsors, create requirements for online ad platforms to record data related to political ads, prohibit certain activity by non U.S. persons related to elections, and prohibit publication of false information related to the time and place of an election or related details.

H.Res. __ – Opposing President Trump’s decision to hold the 2020 G7 Summit at his Trump National Doral golf resort, and rejecting his practice of accepting foreign government Emoluments without obtaining Congress’ affirmative consent, and for other purposes [Rules Committee Link] President Trump announced late Saturday, October 19, 2019 via Twitter that “we will no longer consider Trump National Doral, Miami, as the Host Site for the G-7 in 2020” Legislative text has not yet been published for this resolution which would call into question the President’s earlier announcement that the G-7 would be hosted at Trump National Doral.

Senate Floor Activity

The Senate stands adjourned until 3:00pm on Monday, October 21, 2019.

Following Leader remarks, the Senate will resume consideration of Executive Calendar #5, Treaty Document #116-1, Protocol to the North Atlantic Treaty of 1949 on the Accession of the Republic of Macedonia. During Thursday’s session, Senator McConnell offered date change amendments to fill the amendment tree and filed cloture on the treaty.

At 5:30pm, the Senate will vote on the motion to invoke cloture on the treaty.

As a reminder, Senator McConnell has also filed cloture on the following items:

  1. Executive Calendar #441, the nomination of Andrew P. Bremberg, of Virginia, to be Representative of the United States of America to the Office of the United Nations and Other International Organizations in Geneva.
  2. Motion to proceed to the legislative vehicle for the Senate’s “domestic minibus”, Calendar #141, H.R.3055. The House bill is Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2020. Between now and Tuesday we will know what will be included in the Senate substitute.
  3. Motion to proceed to the legislative vehicle for the “Defense minibus” Calendar #140, H.R.2740. The House bill is the  Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act, 2020.

Monday, October 21st at 5:30pm – 1 roll call vote:

  1. Motion to invoke cloture on Executive Calendar #5, Treaty Document #116-1,  Protocol to the North Atlantic Treaty of 1949 on the Accession of the Republic of Macedonia

If cloture is invoked on the treaty, debate is limited to up to 30 hours. Upon the use or yielding back of time, the pending amendments will be disposed of, and the Senate would vote on the resolution of ratification.
