Legislation Considered Pursuant to a Rule:

Senate Amendment to H.R. 6172 [PDF] This legislation, the USA Freedom Reauthorization Act of 2020, would reauthorize aspects of the Foreign Intelligence Surveillance Act (FISA) through December 1, 2023.

Possible Consideration of the Veto Message to Accompany H.J.Res. 76 [PDF] This action pertains to the Congressional Disapproval of “the rule submitted by the Department of Education relating to ‘Borrower Defense Institutional Accountability’ (84 Fed. Reg. 49788 (September 23, 2019).”

Majority Leader Hoyer has indicated that additional legislative items are possible.


Legislation Considered Under Suspension of the Rules:

Judiciary, Foreign Affairs, Veterans’ Affairs, and Small Business suspensions are expected on the floor.


Paycheck Protection Program Suspension:

  • R. __ Paycheck Protection Program Flexibility Act of 2020 [PDF] This legislation would extend the loan forgiveness period for Paycheck Protection loans to 24 weeks among other technical changes. This legislation differs from the Senate proposal which suggested an extension t0 18 weeks.
  • The House may also consider legislation to address the 75-25 rule related to payroll expenses in the Paycheck Protection Program.
